Powell & Partners, together with HOK Architects, The KPA Group, and Kwan Henmi Architecture/Planning, made up the Master Architect Joint Venture, who was responsible for developing a design for a group of 18 projects aimed at accommodating the anticipated growth in passenger and cargo volume into the next century.
